Good suggestion! Place names are rarely in the OED, which is the dictionary of choice for this project, but there are often words formed from place names that are in the dictionary... like "Qatari". Unfortunately, the primary British pronunciation, as well as both the primary and secondary U.S. pronunciations, start with a /k/ sound.
I believe that the NATO phonetic entry for Q is Quebec, which is a place name. Thus there is a precedent which you may use to adopt Qatar if you so choose....
